The Building Registration Process: Key dates and requirements

Navigating the Building Safety Act 2022 might seem daunting, but you’re not alone.  Starting April 2023, all buildings with at least two residential units and 18 metres or seven stories in height must be registered with the Building Safety Regulator. Here’s what you need to know about the building registration process:

Registration:

Principal accountable persons (PAPs) must apply to register their buildings, providing essential information such as building address details, PAP and AP details, and key building information. This information will help the Building Safety Regulator prioritise buildings and building assessment applications.

Timeline:

The registration window for existing buildings is from 12th April to 30th September 2023. It’s important to register within this timeframe to avoid penalties.

Fees:

A registration fee of £251 per building is required to complete the application.

Next steps:

BSR will then assess each application and make a decision on whether to register the high-rise residential building or reject the application.

Authorisation:

Regulation 14 of The Building Safety (Registration of Higher-Risk Buildings and Review of Decisions) (England) Regulations 2023 allows the Principal Accountable Person to appoint a representative to register buildings on their behalf. The authorisation must be in writing, i.e., an email, letter or written contract.

However, authorising someone to act for you does not make them the principal accountable person and accountability for meeting the duties under Part 4 of the Act remains with the principal accountable person and accountable persons.
